The Hartford sell off

Selling the XL (for $50M or basically any price) with an offer for a private entity to spend up to $250M on it sounds like a no-brainer.  The taxpayers would be off the hook, and it would get the building out of the hands of the incompetent state gov't and it's quasi-public agencies. 

One question is if they are looking to buy it outright, or if it would be a sale-leaseback like the other proposal to buy a bunch of the city's *****ets/buildings for $2B then lease them back to the city at 7.25%.
